Elmwood Hub Capital Project

The Elmwood Hub Capital Project is ECRC’s vision for a new integrated community space that will expand access to safe, inclusive, and responsive supports for individuals and families in our community. Rooted in community consultation and shaped by the realities facing Elmwood residents, the project is designed to bring together essential services, affordable housing, and community gathering space under one roof.

The Hub will serve as a place of connection, healing, learning, and belonging, bringing together supports that respond to housing instability, mental wellness, gender-based violence, newcomer integration, family wellbeing, and community development. Grounded in equity, dignity, and culturally responsive practice, the Elmwood Hub reflects ECRC’s long-term commitment to strengthening community infrastructure and creating spaces where individuals and families can thrive.

This project is spearheaded by the ECRC Board of Directors and Executive Director , with the support of Inuka Community Development as Developer, RCP Consulting as Project Manager and Owner’s Representative, Cibinel Architecture as Lead Architect, and Bockstael Construction as Construction Manager.

What we offer

Mixed-Income Housing

The Elmwood Hub will provide a mix of deeply affordable, rent-geared-to-income, and market rental units to ensure inclusive access for diverse community members. Priority populations include youth aging out of care, women and gender-diverse individuals experiencing gender-based violence, and families facing housing instability. This mixed-income model promotes long-term sustainability while fostering a safe, diverse, and supportive living environment.

Wraparound Supports

Housing at the Elmwood Hub is paired with integrated, on-site wraparound services designed to support long-term stability and wellbeing. Residents will have access to specialized supports including gender-based violence interventions, substance use awareness and recovery services, and mental health counselling. This holistic approach ensures individuals and families are supported beyond housing alone.

Empowerment & Pathways to Stability

The Hub will offer access to empowerment-focused services that support residents in building independence and long-term stability. This includes adult literacy classes, employment readiness and training programs, and skill-building opportunities. By connecting residents to education and employment pathways, the Hub supports individuals in strengthening their confidence, economic mobility, and overall wellbeing.
